About the AS9146 Requirements Guide

Quick answer: AS9146 is the aerospace-industry standard titled Foreign Object Damage (FOD) Prevention Program – Requirements for Aviation, Space, and Defense Organizations. SAE International lists AS9146 as current and reaffirmed September 8, 2022. This guide explains the practical work involved in building a risk-based FOD Prevention Program aligned to it.

Who it is for: FOD managers, quality leaders, operations managers, manufacturing teams, maintenance organizations, suppliers and internal auditors.

Copyright and compliance note: AS9146 is a copyrighted SAE International standard. This guide explains implementation concepts and provides original checklists and planning tools. It does not reproduce, replace or claim to contain the complete requirements of AS9146. Organizations seeking conformity or contractual compliance should obtain the authorized current standard and evaluate all applicable customer, statutory, regulatory and contractual requirements.

What’s Inside the Guide

Eighteen sections from AS9146 in context to templates and references.

AS9146 in Context and Leadership

How AS9146 provides a common requirements framework for aviation, space and defense, and how to define program ownership, authority, resources and responsibilities.

Risk-Based Prevention and Assessment

IAQG-aligned risk-based thinking, and a FOD risk assessment process from defining the area to reassessing after significant changes.

Area Controls, Housekeeping and Accountability

Area classification and controls, housekeeping and Clean-As-You-Go, tool, part and material accountability, and personal items and loose articles.

Protection, Detection and Training

Product protection and FOD detection, plus training, awareness and competence.

Events, Suppliers and Records

FOD events, investigation and corrective action, suppliers, contractors and flow-down, and documentation and records.

Assessment, Roadmap and Templates

Program assessment and continual improvement, a 30-day implementation roadmap, an AS9146 readiness gap analysis and five templates.

What Is AS9146?

AS9146 is an SAE International standard, developed through the International Aerospace Quality Group (IAQG), that sets requirements for a foreign object damage prevention program in aviation, space and defense organizations. First issued in April 2017 and reaffirmed in 2022, it requires a risk-based program covering areas, training, product protection, housekeeping and accountability for tools, hardware and consumables. Customers can flow it down by contract.

Key Ideas From the Guide

A short preview of how the guide frames AS9146.

A requirements framework that can be flowed down
IAQG describes AS9146 as a way to identify FOD Prevention Program requirements that can be flowed down through contractual agreements.
Process approach and risk-based thinking
IAQG guidance emphasizes a process approach and risk-based thinking: proactively address the conditions and actions that can lead to FOD rather than relying only on cleanup after debris is found.
A repeatable risk assessment
Define the area, product, process or activity, identify sources and migration paths, identify existing controls, evaluate likelihood and consequence, decide whether more controls are needed, assign actions and reassess after significant changes.
Respond to events in a defined order
Protect affected product and stop or contain work when necessary, remove and identify the object when safe, determine whether inspection, nonconformance control, engineering review or customer notification is needed, document, investigate, correct, and verify effectiveness while looking for similar exposure elsewhere.
Extend the program to your supply chain
The guide covers suppliers, contractors and flow-down so requirements are deliberately communicated and verified.
